Richmond is still governed by a five member Town Council. Until recently, when a Charter was voted on, the President of the Town Council was the highest elected official. We now have an administrator, but the Council continues to rule. Theoretically the person with the most votes becomes President of the Council as is specified in the election results in 1948:
