Public Welfare

In 1747, when Richmond became a town, neighbors joined together to form a militia to protect the community or help each other during any other disaster.   In 2017, Richmond boasts a full time paid police department, but many of the other community services, such as fire and rescue, are either part time or volunteer.

Council of Defense and Civil Defense have morphed into Emergency Management.  While still a rural community, for the most part it remains neighbors looking after each other.
