In 1747, when Richmond became a town, neighbors joined together to form a militia to protect the community or help each other during any other disaster.
In 1994 the police department was still part-time. After midnight there was limited coverage. The Richmond Community Policing Association was formed by a group of residents with the intention of sponsoring “youth-oriented events”.
In 2017, Richmond boasts a full time paid police department, but many of the other community services, such as fire and rescue, are either part time or volunteer.
The Council of Defense and Civil Defense have morphed into Emergency Management. While still a rural community, for the most part it remains neighbors looking after each other.
