In 1972, the Richmond Town Council ordered Benjamin Luchka, owner of the former Wood River Woolen Mill, to either repair or demolish the building. It was both wooden and granite, and had been deteriorating over the years. The council felt it was a safety of hazard.
By 1979 only the foundation was exposed, but once again Luchka continued to resist requests concerning the safety of the building. At that point the foundation remained exposed.
